ESAP Phase II Programme Management ESAP Phase 2 has three levels of management.
Level 1: Policy and Co-ordination The ESAP Steering Committee handles policy and high level co-ordination with partners. Committee members include representatives of the Government of Nepal, donors, the private sector, NGOs, academic institutions, credit organizations and user groups.
Level 2: Implementation Management The effective implementation of ESAP is the responsibility of a dedicated AEPC/ESAP team who are responsible for achieving ESAP objectives.
The core ESAP team is led by a chief advisor, with component managers taking responsibility for different elements of the programme. AEPC counterparts are responsible for institutional development and sustainability in the sector.
Component managers from AEPC hold overall responsibility for each programme component, while the day-to-day management is carried out by staff locally hired by ESAP.
ESAP Phase 2 Agreement between the Government of Nepal and the Government of the Kingdom of Denmark states:
The implementing authorities shall inter alia comprise
- The Government of Nepal through the Alternative Energy Promotion Centre of the Ministry of Environment Science & Technology.
- The Government of Denmark through a DANIDA recruited Programme Adviser.
- International Partners, non-governmental organizations and partners from the private sector.

Level 3: Field Level Implementation / Intermediaries NGOs, private sector organizations and local communities are the field level implementers of ESAP. They are selected by ESAP component managers of each and assigned responsibilities based on programme content. Progress is monitored by Level 2 staff. By working with community based intermediaries, ESAP is aiming to provide energy services to over 1 million rural households.
The Programme Office The ESAP Programme Office provides administrative, financial and logistic support to the each ESAP component. The ESAP Chief Adviser heads the office with support from the Administration & Finance Manager.

- Communication & office management
- Asset management,
- Contract management,
- Financial management,
- Transport management
- Record management
