Alternative Energy Promotion Center (AEPC)

Organisation n charge of the overall management of the Program. Develops the systems and guidelines for the application process. Reviews and assesses the Application Forms and Feasibility Study reports, approving or otherwise. Executive Director and Assistant Director sit in the monthly meetings of the TRC where Detailed Feasibility Study reports are assessed and approved or rejected. Issues the Letter of Commitment to projects that have been approved by the TRC at the DFS stage. Monitors the performance of the plant during the commissioning and guarantee periods. Prepares the Procurement nd Annual Plans for Technical Assistance activities. Recommends and /or Disburses the government support according to the subsidy delivery mechanism at the Construction Start stage, Testing and Commissioning stage and Guarantee Period end.

World Bank

Assists AEPC in coordination, capacity building and promotion activities for the whole Program. Releases retroactive funding to the project upon satisfactory performance from the SREP funds. Reserves the right to evaluate projects at the DFS stage through the “Prior Review” process which, if approved, triggers the “No objection letter”, a requirement for the project to move to the next stage in the process.


Owner of the proposed Project. Responsible for all project related activities from submitting the Application Form, performing and funding the Feasibility Study, co-funding of the DFS, ensuring that there is a sound financial and commercial plan for the Project, and bringing the Project from the conceptual stage to successful commissioning meeting the Performance Guarantees. In charge of liaising and coordinating with the PQC and the Construction Companies. Responsible for the Operation and Maintenance of the Plant.

Prequalified Consultant Firms

Hired by the Developer to carry out the Feasibility and Detailed Feasibility Studies. May partner with Expert Consultant for technologies new to Nepal.

Expert Consultant

A consultant with a specific expertise in a technology new to Nepal. Shall partner with a PQC in order to conduct DFS.

Business Consultants

Provide support to the PQC and are responsible for the preparation of the financial and commercial plans for the DFS.

Prequalified Construction Companies

Responsible and accountable for the overall performance of the Project. Responsible and accountable for meeting the Performance Guarantees, including construction completion testing. Responsible and accountable for the timely resolution of any faults that may arise during the 1 year guarantee period. The Developer hires a Pre-qualified Construction Company to build and commission the project.

Technology Provider

Shall be a partner of the Pre-qualified Construction Company in those projects that require the expertise on a particular technology. May be the same entity as the Expert Consultant and could be an international company. The Pre-qualified Construction Company, for projects in which a partnership mode is chosen, shall hold the Technology Provider accountable for meeting the Performance Guarantees in their Partnership contract.

Banks/Financial Institutions

Provide loans to the Developer. Assess the suitability of the financial and commercial plan of the Developer, as well as its financial integrity, and on this basis provide (or not) loans to a Developer who has applied for funding.

Independent Technical Expert

Performs an independent review of the technical aspects of the DFS and recommends the Project for approval or otherwise by the Technical Review Committee.

Independent Observer

Sits in the Technical Review Committee meetings and participates in the review process, assessing the findings of the ITE and ICE and ensuring that due diligence processes are followed during the Technical Review Committee meetings so that the review is fair and transparent.

Technical Review Committee

Formed by the AEPC ED, BSC Program Manager, the Independent Observer and the ITE and ICE, meets periodically to assess batches of projects and decides over their approval or otherwise. Issues the Letter of Commitment to the Developer once the project has been approved. The minutes of the meetings are made public in the Waste to Energy website.

Steering Committee

The steering committee at the National Level reviews and approves the Project Operation Manual and recommends changes if any on the policy and plan of the SREP component 3 to the SREP Sub Committee.

SREP sub committee

The SREP sub-committee makes the final approval of the Project Operational Manual and the agreement between the GoN and the WB.
